Elena Titova, chairperson of NGO “BelAPDIiMI”, participated in the Dialogue on person’s rights, European Union – Belarus on July 20, 2017.
Thomas Mayer-Harting, the director on Europe and Central Asia affairs in the European external actions service was at the head of the EU Delegation. Oleg Kravchenko, the deputy head of the Ministry of Foreign Affairs was at the head of the Belarusian delegation. Andrew Bushilo, the head of department of all-European cooperation in the Ministry of Foreign Affairs, Larisa Belskaya, the head of the main department of multilateral diplomacy of the Ministry of Foreign Affairs and Elena Kirichenko, the head of the department on non-profit associations affairs of the Ministry of Justice.
Also, there was a group of representatives of the civil society: “Gender prospective”, “Our Home”, NGO “Belarusian Association of Journalists” and Belarusian Helsinki Committee.
Following issues were discussed: “National plan on person’s rights: person’s rights and agenda in the field of sustainable development for the period up to 2030”, voting right and penitentiary reforms. The sides also discussed issues in respect of civil, social, economic and cultural rights.
Elena Titova voiced the position of the organization in the second section. The topic of the section was “anti-discrimination policy and protection of neglected groups, including rights of persons with disabilities and children”.

Делегацию ЕС возглавил директор по вопросам Европы и Центральной Азии в Европейской службе внешних действий (ЕСВД) Томас Майер-Хартинг. Белорусскую — замглавы МИД Олег Кравченко. Во встрече приняли участие: глава управления общеевропейского сотрудничества МИД Андрей Бушило, начальник главного управления многосторонней дипломатии МИД Лариса Бельская, начальник управления по вопросам некоммерческих объединений Минюста Елена Кириченко.
Кроме официальной делегации была группа представителей гражданского общества: «Гендерные перспективы», «Наш дом», БАЖ и БХК.
Помимо обсуждения «Национального плана по правам человека: права человека и Повестка дня в области устойчивого развития на период до 2030 года», избирательного права и пенитенциарной реформы, стороны также рассмотрели вопросы, связанные с гражданскими, социальными, экономическими и культурными правами.
Елена Титова озвучила позицию организации во второй секции, тема которой была заявлена, как «анти-дискриминационная политика и защита уязвимых групп, в частности прав лиц с инвалидностью и детей». Полностью текст обращения Вы можете прочитать здесь.
